The Universal House of Justice lovingly provides the Bahá’í world with guidance that is essential to defining the very nature of Bahá’í community life. This guidance also helps to give individuals and communities a vision of what it means to advance the Cause of God in this day and age. Palabra offers a number of compilations of messages from the House of Justice, on topics ranging from the Five Year Plan, to training institutes, to entry by troops, to social and economic development. It is important for Bahá’ís to study these messages, so that they might gain further insights on how to carry out their personal and community affairs.

In its letter dated 26 December 1995, the Universal House of Justice set forth the aim of the Four Year Plan:

At Ridván 1996, the Bahá’ís of the world will embark on a global enterprise aimed at one major accomplishment: a significant advance in the process of entry by troops. This is to be achieved through marked progress in the activity and development of the individual believer, of the institutions, and of the local community. That an advance in this process depends on the progress of all three of these intimately connected participants is abundantly clear. The next four years must witness a dramatic upsurge in effective teaching activities undertaken at the initiative of the individual. Thousands upon thousands of believers will need to be aided to express the vitality of their faith through constancy in teaching the Cause and by supporting the plans of their institutions and the endeavors of their communities. They should be helped to realize that their efforts will be sustained by the degree to which their inner life and private character “mirror forth in their manifold aspects the splendor of those eternal principles proclaimed by Bahá’u’lláh.” An acceleration in the tempo of individual teaching must necessarily be complemented by a multiplication in the number of regional and local teaching projects. To this end the institutions should be assisted in increasing their ability to consult according to Bahá’í principles, to unify the friends in a common vision, and to use their talents in service to the Cause. Furthermore, those who enter the Faith must be integrated into vibrant local communities, characterized by tolerance and love and guided by a strong sense of purpose and collective will, environments in which the capacities of all components—men, women, youth and children—are developed and their powers multiplied in unified action.

That four-year endeavor, “a turning point of epochal magnitude,” set the tone and direction for a series of Plans covering the final twenty-five years of the first century of the Formative Age. A culture of learning emerged, and Bahá’í communities in all parts of the world were gradually joined in a common effort to understand, develop, and implement, under the guidance provided by the House of Justice, the concepts, approaches, methods and instruments by which such a systematic advance in the process of entry by troops could be achieved. What began as an aspiration and general sense of direction some two decades ago is now, as demonstrated in hundreds of clusters at the forefront of learning, a practical and effective pattern of community building involving large numbers, proven through experience, which can be understood, learned, and systematically extended to thousands of other clusters worldwide. In its outline for the Five Year Plan from 2016-2021, the Universal House of Justice stated that “In this coming Plan, which will conclude at the threshold of the second century of the Formative Age of the Faith, we will call the believers everywhere to the immense exertion necessary to bring to fruition the seeds that have been so lovingly and assiduously sown and watered in the five Plans that preceded it.” “All that the followers of Bahá’u’lláh have learned in the last twenty years must culminate in the accomplishments of the next five.”

The five letters included in this compilation, written by the House of Justice in preparation for the new Plan, offer to our eyes a stunning vista. Their contents dip to essential details and rise to profound perspectives. They range from a focus on the next twenty cycles, to the sweep of the past century; from practical requirements of demands on administrative structures, to the profound implications of a spiritual enterprise punctuated by a series of distinguished centennial and bicentennial anniversaries; from specification of the “urgent and sacred” requirements of the current Plan, to appreciation for the “straight path traced by heavenly inspiration across the many stages of the Divine Plan since its systematic execution began”; from expressions of “irrepressible love and unbounded admiration” for the “humblest ministrations” and “extraordinary accomplishments” already rendered, to a further appeal for a “herculean labor” and “many sacrifices” that are “worthy to crown a hundred years of toil”; from nascent activities to engage young and old in villages and neighborhoods, to anticipation of the broad challenge to “directly combat and eventually eradicate the forces of corruption, of moral laxity, and of ingrained prejudice eating away at the vitals of society.”

And at the heart of all the many dimensions of the Plan that must be simultaneously pursued is the call to accelerate growth in all clusters where it has begun, seeking to raise the number of clusters with an intensive program of growth to 5000 in the next twenty cycles. For, as the House of Justice explains, the world suffers for a lack of Bahá’u’lláh’s healing elixir and the necessary preparations must be made for “exploits as yet unimagined that must adorn the second century of the Formative Age.”

Once more the Bahá’í world stands at the threshold of a new stage in the unfoldment of the Divine Plan. Once more the House of Justice has opened to our eyes a new horizon. The letters contained in this volume provide a vision of the progress of the Faith, clarify the path of development for each cluster, explain how to strengthen the elements of a growth program, describe the extent of our learning, outline opportunities for greater involvement in society, recall the Guardian’s prerequisites for success in any teaching enterprise, clarify the need for the enhancement of institutional capacity at all levels, seek consonance among the Plan’s three protagonists, remind us of the part this work plays in contributing to building of a new civilization, and set before our eyes the example of the beloved Master during His travels to the West.

The Five Year Plan, 2011-2016, is the fourth in a series of plans that will take us to the end of the first century of the Formative Age, all of which have a single aim: to advance the process of entry by troops. The messages of the House of Justice explain how far we have come toward meeting this aim and vividly describe what still remains for us to do in the years ahead.

Turning Point

Selected Messages of the Universal House of Justice and Supplementary Material 1996–2006

“Beginning with the Four Year Plan in 1996, the Universal House of Justice set a new course in the teaching work for individuals, communities, and institutions. “The next four years,” the Supreme Body wrote, “will represent an extraordinary period in the history of our Faith, a turning point of epochal magnitude.” So potent were the implications of that Plan, that its single aim of advancing the process of entry by troops was carried forward into a series of plans, to span twenty-five years until the end the first century of the Formative Age in 2021. This book contains selected messages from the Universal House of Justice and other documents that guided the learning process of the Bahá’í world over the course of a decade, from 1996-2006, resulting in profound changes in consciousness and systematic action. By the end of this period, the House of Justice concluded, “The elements required for a concerted effort to infuse the diverse regions of the world with the spirit of Bahá’u’lláh’s Revelation have crystallized into a framework for action that now needs only to be exploited.”

The book is divided into three parts. Part I includes forty messages from the Universal House of Justice, from December 26, 1995 to Ridván 2006. Part II involves an exploration of particular themes, such as “Learning in Action,” “Learning to Maintain Focus,” and “Learning to Administer Growth,” that includes copious extracts from messages written on behalf of the Universal House of Justice to individuals and National Assemblies. Part III contains a number of supporting documents from this period which were approved by the House of Justice or prepared by the International Teaching Centre, such as “Training Institutes” and “Building Momentum.” This volume serves as a significant resource, tracing the evolution of thought over this important period and outlining the essential concepts that guide current activities for expansion and consolidation in clusters worldwide. Through continued study and reflection on these and other materials, Bahá’ís will gain a clearer vision of the “methodological pattern of functioning” and the culture of learning that has come to characterize the efforts of Bahá’í individuals, institutions, and communities."

The Five Year Plan, 2006-2011, 3rd edition

In order to provide convenient access to the major messages of the Five Year Plan 2006-2011, the third edition has combined in chronological order the documents introducing the Plan and the Ridván messages for the years 2006-2010. Also included is the October 20, 2008 message announcing the convocation of 41 regional conferences.

This compilation contains letters of the Universal House of Justice initiating the Five Year Plan 2006-2013. At this time the Bahá’ís of the world enter the midpoint of that series of Plans, beginning in 1996 and continuing for a quarter century until the year 2021, which all focus on a single aim—advancing the process of entry by troops. The compilation includes the Ridván 2006 letter, the Ridván 2005 letter and three letters from December 2005: the letter dated 27 December 2005, to the Conference of the Continental Boards of Counsellors; the letter dated 28 December 2005, to all National Spiritual Assemblies; and the letter dated 31 December 2005, to the Bahá’ís of the World.

To Champion the Cause of Justice

This compilation is divided into four sections. The first section contains the series of messages sent to the Youth Congresses from the Universal House of Justice. The second section contains other critical and supporting messages from the Universal House of Justice which speak to both the needs of the day as well as to the vital role youth are called to play to “move the world.” The third section consists of a small study guide to the congress messages as well as a limited dictionary of some of the words found in the messages. While not intended to be comprehensive, this guide, created by youth, has been found to be very useful in helping the reader to focus on the letters. The last section consists of additional reference materials all of which will lend support to the central theme of this book — the role of youth in championing the cause of justice.
